About this Help Manual

This help manual is for EL-CID Online version 1.7. EL-CID Online help is provided for NTIA Office of Spectrum Management (OSM) users, as well as for submitters and representatives from submitting agencies. The EL-CID Online help manual does not include system administrator support materials. Help information for systems administrators can be found in the EL-CID Online Operations & Maintenance (O&M) Manual.

The Workflow Application

The Workflow application is used for Systems Review Branch (SRB), Spectrum Services Division (SSD), and Spectrum Planning Subcommittee (SPS) review certification request processing. The workflow application facilitates task flows within these processes and is also used to store and access documents associated with a request. Throughout this help manual, the workflow application will be referred to simply as "the Workflow." For an explanation of the basic features of EL-CID Online that will be applicable to all users, see the Overview Book.

Processing Roles

Most users will interact with EL-CID Online in a single capacity within the spectrum certification process. Therefore the Workflow Book is organized according to user roles. The EL-CID Online help manual is applicable to the following roles within SRB and SSD processing:

The Editor

The Editor is a tool used to edit Standard Spectrum Resource Format (SSRF) based documents associated with a certification request. In the online help manual, Editor help content is located in the Editor Book.

Additional Support Resources

For each user role, training videos are available under the Training Videos section within the Help Resources Book. Training videos provide scenario-based, step-by-step guidance for completion of workflow tasks.

Feedback and Contact Information

User feedback on EL-CID Online is welcomed and appreciated; your feedback on aspects of the EL-CID Online user interface and/or help materials you find helpful or challenging will aid NTIA in understanding user needs and will inform ongoing development. User feedback can also be used to support NTIA in producing quantifiable system performance assessments.

The EL-CID Online help manual uses the term "submitters" as shorthand to refer to both agency submitters and agency representatives.

In submitting questions and concerns to the help desk, it is the responsibility of the user to follow all relevant protocols and procedures for handling classified information.
